Fundraising Experiment....

Well, we are always looking at options on how to help save/make some extra money for adoption costs/fees. Several of my adoption "buddies" have held various raffle type events in order to raise money. So, I thought I would do a Fundraising Experiment to see if it would work for us. There are drawings for Wii consoles, cameras, GPS devices...you name it. I didn't want to do anything "big" until I found out if it would be successful or if the readers of this blog even wanted to do anything like this. But, I thought we would give it a shot and see.

I have one of these necklaces that I got as an early birthday present this year. I really like mine because it has my kiddos on it...I know that there are many mommies that follow this blog that are just as nuts over their kids as I am mine, so I thought this item might be a good start for us.

So, here are the details about the piece - the sterling sliver discs are each hand stamped to your specification. The discs can be smooth, like the two shown or textured. There are two sterling sliver chains to choose from in 16 or 18 inches; rope or serpentine. The large disc is 1 inch in diameter, then 3/4 inch and the smallest is 1/2 inch. You can chose the Swarovski crystal(s) to match birthstones, anniversary months or just your favorite color. You can chose the channel stone or the plain crystals. IF this is successful and we raise some money to help with Elli's adoption, then we will be looking for other items (suggestions are appreciated) to give away. We are working towards our travel money (airline tickets, hotel stay, food, etc.) as well as our in-country fees and orphanage donation (mandatory donation of $3000, possibly $5000 by the time we travel), so yeah, we are doing everything we can think of to round up the cash!

We are appreciative of all you who faithfully read this blog and pray for our sweet girl...we desire prayers above anything else. We know that God will provide what is needed.

No LID Yet....

No word of a log in date as of today...that doesn't mean that we aren't logged in though. Hopefully, we just aren't aware of it yet. Our agency is checking daily for any information, so we just wait.

Once we get word of our LID, we are just going to wait again, so I am not too stressed about it. I know the dossier is there and that is more than half the battle. Do I want LID? Yes, I wanted it back in June...I wanted to be traveling to China by now, but apparently that wasn't "the plan." So thankfully today, I am optimistic about where we are, enjoying the ones traveling this journey with me and excited about the future. Now that's today...we'll see about tomorrow :)

Thank You .CHOP!

At 3:13 pm Monday afternoon in Beijing, China .CHOP signed for the delivery of our dossier. Our dossier, filled with 10 months of work, lot of tears and a bundle of dreams arrived safely in China where we will wait for our log in date. It may take several days or even weeks before we learn of our log in date. So we wait again!

With Anna's adoption, we were 30 days in our LOA wait before we knew our log in date. It was a little bitter sweet to have to wait so long to discover our date, but nice to know that we had over a month under our belt of "wait" time. We have been on this journey for nearly a year, but Elli has been waiting for almost 3...we will be glad when her wait is over.

She is already here with us in our hearts, so the fact that she physically is missing is hard. We were out on Sunday at a restaurant; the server asked how many was in our party and Rodney called out 11 (we were with my sister, her husband and my two nephews). Jacob told Rodney that it was only 10...Rodney agreed he was wrong, but he had counted Elli. We are already a family of 7...but she isn't here yet.

U - T - A - H Baby!!!

When you are adopting, little things can be huge. Getting a piece of paper, having your papers stamped, sending your papers off...yes, it is a big deal. Yesterday we finally were able to send off our papers, our dossier, to our agency for translation to make their way to China. The packet should arrive in Utah this afternoon.

Our agency will go over every document to make sure that everything is perfect before it makes its way across the Pacific. After it arrives in China, we will be issued a log in date. This date marks our "official" start of the waiting game. The waiting that we have done since January it doesn't count....at least not to anyone except us!

So another milestone accomplished and a step closer. Hopefully it will be smooth sailing from here on out. I really think that February travel is possible even though there have been some very long waits for those already logged in. With Anna's adoption there were some that had waited a long time and our wait looked much longer than it was, but the CCAA must have done some overtime because we only waited 2 months for our LOA, which is not long. I don't expect a 2 month LOA, but I am not ruling it out either ;-)

Traveling Papers...

So now that we have all our "documents", what's next? Many times I assume that people just know, but I am reminded, pretty much daily, that they don't. Since I love adoption, I actually enjoy trying to explain to people and hopefully educate potential adoptive parents of the process. In fact, I probably try to explain 'too much'. Rodney tells me that I should skip out on some of the tiny details, but I am a detail girl, so if you like details........

We got our USCIS approval on Monday afternoon before we left for Anna's surgery, so I couldn't "do" anything until after we got back home. On the Monday following Anna's surgery, I took all the documents to my lovely notary ;-) and she notarized the documents. On Tuesday, I went to my county courthouse to have the documents county certified. Basically it is the county court clerk saying that the notary can notarize. I had already sent the police clearances to Franklin County to have them county certified because they were notarized in Frankfort, KY. So since all the documents had been county certified in the appropriate counties, we left from Anna's post op visit in Louisville, KY and drove to Frankfort, KY. There we had all the documents certified at the State level, which is the Secretary of State of Kentucky saying that the county court clerks can verify the notaries to notarize...yeah, do you see the repetitiveness of this stuff?? On Friday, I sent all the documents to a courier in Washington, D.C., who will take the documents to the US Secretary of State to be authenticated, saying the Sec of State of Kentucky can verify the county court clerks that can verify the notaries to notarize. Then they will travel to the Chinese Embassy to authenticate. The courier will then mail the documents back to me. After I get the documents, I will make copies, add family pictures, add money :-( and send to the agency where they will be translated and sent to China where we will receive our LID, log in date, and our official "time" will begin.

Pretty sad that all this "time" doesn't really count for much. The paper gathering stage doesn't affect your "wait" time. Your timeline doesn't really begin until your documents are logged into the China program. After you receive your LID, then you can follow the "averages" to try to determine your travel dates. However, as with any average, there is a low end and a high end. Fortunately with Anna, we fell on the rather low end of the averages...we pray the same will happen with Elli.

So we are waiting on our traveling papers to return home to us. I am hoping by the end of this week, beginning of next. Wait, wait, wait....that is the name of this game.

The Golden Ticket....

Just before we got ready to leave for Anna's surgery on Monday afternoon, the beloved 797-C, immigration approval, arrived in the mail. I cannot tell you how relieved I was to finally be holding that piece of paper in my hand.

I put the approval with my dossier documents and we headed to Louisville for Anna's surgery. When we got home yesterday afternoon, I had the county certified documents from Franklin County. I am hoping that Anna will feel well enough tomorrow, that I can get the other's notarized and county certified tomorrow. I would love to to have them off to Frankfort by this weekend.

We are hoping to get an update on Elli soon...we'll just have to cross our fingers that it comes through. Thanks for all the well wishes on Anna's surgery and tremendous support for our immigration approval.

God Has Responded...Again!

I don't think that I can accurately put into words the total feeling of relief, joy, thankfulness, gratitude, appreciation, and utter excitement of today's events. I began my morning with emailing my Representative, the CCAI, my home study and placing agency, the immigration attorney, and calling my Senator's office to let them know that our asset verification package arrived at the USCIS office yesterday morning. I wanted to let them know so that they could begin again to ask for our case status since our "new" information was in their possession.

Around 2:00 in the afternoon, I got a call from one of my Senator's office. When I saw the number on the caller ID, I ran into the bathroom - my new office - it is the quietest room in this house. The case worker said, "Mrs. Gross?" "This is she," I say. "This is XXXXX at Senator McConnell's office. I emailed immigration regarding your status and I just got an email from the field officer saying that your case had been approved and notification was sent in the mail yesterday." Hands are beginning to shake, stomach is making its way up my throat and I say, "Whoa, whoa, whoa...who is this?" Yeah, I was sounding really professional with my "whoas". She repeated her name. I said, "are you saying that we got our approval?" She read me the email message and said, "if you don't have it in the next couple of days, call me and I will walk down there and get it myself." Have you ever had an emotional dam to break? Well I have and I had another one to break today. I began to cry, nearly sobbing. She congratulated me and I hung up the phone. Tears are rolling, I begin to scream and jumping up and down. I think I may have pulled a muscle in my thigh, but that's okay. Parker came running into the room asking, "why are you crying? Momma, what are you doing? Momma, why are you doing that?" He got excited too when I told him that we got good news about Elli.

As soon as I get through with my happy dance, I call Rodney. Of course he doesn't answer! So I leave a message and call my cousin. She was the first one that I got to "tell". She has been an awesome support for me. I know that they have prayed, brain stormed, and were willing to do whatever to help us get this done....Thank you! Next, I started calling mine and Rodney's family. Everyone was really excited because we have been praying for this mountain to be removed since June. It wasn't on my time table, God knows, but he has responded!

I don't ever want to deny giving God the glory for what he has and is doing in my life. He has given me a life far better than one I could have planned on my own. He has provided and made ways for my family that no one else could have done. He has moved on people's hearts to help us, to fight for us and to pray for us. I praise God for this work, but I want to thank all of you who have supported us and prayed that our approval would come soon. Thank you, thank you, thank you!

So, if you are like the rest of my family...what's next? When the approval comes in the mail, I make a copy, have that copy notarized along with my other dossier documents, county certified and then they will go to Frankfort for the state level certification. I hope it comes tomorrow so that I can get this done tomorrow and in the mail to Frankfort by Saturday. Then Anna will have her surgery on Tuesday and I hope that it will be back to me by Thursday. Then it will be going to Washington, D.C. for Secretary of State certification and Chinese Embassy authentication. Following all the signatures, seals and stamps the documents will go to our placing agency where it will be translated and sent to China. When it arrives in China, we will wait for the LID (log in date). After the LID, somewhere around 80 days (sometimes more, sometimes less) we should receive a LOA/SC (letter of acceptance/seeking confirmation) asking us if we want to continue to proceed with the adoption. We check YES, sign and return to China. After the LOA/SC gets back to China they usually issue a TA (travel approval) in about 2 to 3 weeks. After the TA has been received, our placing agency will schedule our CA (consulate appointment) and that determines our travel dates and the day that WE WILL MEET ELLI!!!!

Can you see the light at the end of this insanely long and twisted tunnel? Because I think I see a flicker ahead! With averages, we could be traveling in mid-January. Yeah, go back and read my previous posts where I say that January looked near impossible...what's impossible? I am just loving today, what can I say?!?

Update of Sorts...

No news from USCIS to date...no news from either Senators' office or my Representative's office...no news from the Congressional Coalition on Adoption Institute....BUT, I do have the majority of my asset junk together. I am still hopeful that the CCAI contact will be able to get some information for me or at least let CIS in Washington, D.C. know how the Louisville office is being ran. From my understanding, unfortunately, the Louisville office is one of many across the U.S. that is doing whatever they please.

I am planning on sending in my stuff to USCIS on Monday. After they get this information, I know that my Representative's office is going to push for them to do something. I think they have been dragging us along for long enough. It is just hard knowing that we are going to be waiting again for a decision. And the sad part is that we don't know what they will decide. We meet the requirements for approval in the first place, so the added assets should make me even more confident, but it doesn't. Who knows how they will view the information that I send them, how will they interpret it, what regulations (that they can't show me, or I can't find anywhere) will they use to try to deny us, will they accept this "third" party documentation when they wouldn't accept the home study agency as a third party? It is just total madness.

I really, really, really hope that soon I will have a much more positive outlook and that I can post some good news about Elli on this blog. The other families that were matched around the same time as us, people that we thought we might be traveling with, have already gotten their travel approvals from China. They are getting their travel plans together and preparing to meet their children. I am thrilled for all of them, but it does hurt just a little. I don't want anyone to have to "trade" places with us, or wonder why not them instead of us, but I do wish I knew why Elli was having to wait so long for a family. It doesn't make sense to me and I suppose that it never will. I just pray that it won't be much longer.

My Ranting...it's long

Wow, July 10th since my last post. I guess you all think I am a major slacker. Partially true I guess. I have several excuses…we have been busy selling our house, packing, remodeling a rental, moving and then of course, the real reason for my absence is just plain avoidance. Nothing personal, just needing a break. Our “done this before, it should be pretty easy” adoption is not going so smoothly. As a matter of fact, it is a pretty uphill battle, in the snow, with no shoes, wind blowing in our faces with the feeling like we are losing ground with every attempted step. It has just been hard.

I really struggled with going on vacation this summer because I knew that we would need the money we would spend on the vacation for the adoption. Although we were staying with my parents, there were still going to be expenses…I mean, we are a family of 6 that eats a lot!! Rodney told me that it was up to me, but he wanted to go. My sister told me that I needed to go. As a matter of fact, she said, “you have been through a lot this last year and you don’t know what all you will be facing this next year.” Basically she was saying, go while you can…take a break! I am wondering if she was giving me some prophetic message, because the storms came rolling in just two days after us returning home and they haven’t cleared yet.

I told you all about how that China evoked a deadline on us, which we could not meet. Our placing agency worked diligently requesting for an extension. We being one of five families in this situation prayed for God to move. Our families and our churches prayed for God to move on the officials of China….he did. China showed us leniency and we were given permission to proceed with the adoption. All while still up in the air about China’s final decision, as a matter of fact, the day before we got the “good” news, I got horrible news. The USCIS office denied our immigration approval.

I stood in my front door in total shock. My hands were shaking, my legs felt numb and I didn’t know how to react. You have heard the expression “running around like a chicken with its head cut off”…that was me. I was running from room to room in my house, trying to find the phone, my phone numbers, my papers, my wits… I finally had to stop in the kitchen and literally talked, out loud, to myself, “calm down Marcy, think…think.” I called my home study agency first. As the social worker answered the phone, I lost all control of my emotions trying to tell her what I held in my hands. She was speechless. She asked me what the letter said specifically. She couldn’t believe this was happening to us, or why. I then called my placing agency, after I had gained some self control. They too were shocked. Both agreed that I needed to make an appointment to go to the USCIS office and refute the decision.

I made the appointment. I went carrying all of our financial information, our home study, every supporting piece of documentation I could think of including a request from a family member asking to be the family sponsor of the adoption along with all their financial information….I had everything that I needed to dispute the decision, plus a back up plan. I was nervous, but I kept telling myself that it would all be okay. I had everything and more that I needed. I knew that people were praying for me as I waited to speak to the immigration officer.

I don’t know how many of you have ever gone to an immigration office, but it is not a warm fuzzy place. There are many chairs lining the walls, glass windows with the little holes for you to slide your applications, paperwork to the officers; a hole for you to “speak” through and just a feeling of intimidation. I turned in my appointment paper and was asked….this is verbatim, “what do you want?” I handed the denial letter to the officer and said that I didn’t understand the reasoning for our denial. She read the letter and then said, again this is verbatim, “you were denied….what do you want to know?” I began to tell her that the reasoning for our denial wasn’t accurate. That my husband was self-employed, that we are allowed deductions, under the IRS code that make a significant difference in our reported gross income and our actual adjusted gross income. That we had x amount of assets…again, that I didn’t understand the denial. Seeing that this was getting no where…fast…I told her that if they didn’t want to take those considerations, into consideration, then I had brought the required documentation to file an I-864. She then told me that I couldn’t use that for an international adoption….of course apparently she didn’t know that it specifically mentions that in its instructions. I told her that I was instructed by my home study agency and placing agency that it could and they had used it in the past. She said, “Wait.” She turned from her chair, got up and walked away from the window and was gone for at least 15 to 20 minutes. I know this because there was clock directly in front of me…I stared at it as I prayed for God to help me keep it together. She came back, handed me a form, told me to fill it out and the schedule of fees, in which she pointed out that I would need to pay $585.00. She was finished with me and was looking over my shoulder at the next person in line. I turned and walked to Rodney sitting, holding Anna in the waiting area.

As soon as I approached him, he began asking questions. I had to tell him to stop, I needed to calm down. I gathered my things and walked over to a work table. I then started explaining to him what she had said. I was told to fill out an I-824 which is basically a request to file a motion or appeal of a decision. I filled out the form and then told Rodney I was calling my agency. I walked outside the office and called my faithful agency coordinator. She couldn’t understand why they were requiring this form and told me to ask to speak directly to the adoption petition officer. So I went back in, got back in line, and made my apparently, very annoying request. Again, I was told to “wait.” They moved me over to the next window, pulled the blinds and I stared again at that clock. Finally after about 15 minutes, a lady came to the window and introduced herself stating, “I am the one that denied you…what do you need to know.” Yeah….

So I begin my spill again. In a room full of about 30 people, I am standing in front of a window, discussing my personal information, personal finances, business finances, our asset values….totally demeaning, insulting and degrading. Oh, and don’t forget my personal plea based on our love for an orphaned little girl in China. There was no human emotion to make my appeal. Our assets would not be addressed, I was just told that she had all of our information, but she would take anything new that I might have brought. I gave her our current general ledger for the business, a letter from my former employer stating what I should expect to make should I enter the workforce and a basic run down of our assets. Now I want to point out that our home study, other than the former employer letter, verifies every piece of information that we give them. That is the job of the home study agency to do a “study” of the home, the parents, the other children involved, the finances and the eligibility based on the US guidelines and the guidelines of the country in which the family is adopting. These agencies are licensed by the state to do this job…we are required by the state, the federal government, adopting country to have one of these performed. However, now, they aren’t taking these documents, these studies at their word.

Seeing that I wasn’t making any progress with my arguments, I then told her that I had brought information to file an Affidavit of Support, I-864. She told me that those couldn’t be used in adoptions. I explained ‘to her’ how that the document, supporting documents are used. She asked where the form was. I told her that the form is filed in the country in which you adopt, not your local USCIS office. She said, “Well, then that is up to the consulate in China to approve you, not me.” Seriously? I have to have the I-600A approval before I can even get to China to file the I-864….these are not my rules and regulations…they are yours! She told me that she would take the documents and see. Okay, what does that mean? I asked if I needed to file the “new” form and pay the “new” fee since I would be filing this I-864, which is pretty much fail-proof…she said yes. So I am paying nearly $600 to ask the United States government to look back over my financial documents to see if I can afford to adopt…doesn’t that make sense? Where do they think we are getting the $600? How do they think I can afford to file this form?

I try, one last time to make a human appeal. I tell her that we love this little girl. I understand the policies and procedures in place, but we feel confident that we meet these criteria. That this little girl needs a family, we want to be her family, China has said we could be her family, they have given us our pre-approval already and this is the ONLY piece of paper that we lack in order to file our dossier to bring her home. That we have 4 other children, we have never, nor currently do we receive any governmental assistance, that we are certain that we can provide for this child. Nothing. I ask if she has any idea when she might make a decision because China could evoke another deadline. She told me she might make a decision by the end of the week. It will be 7 weeks on Tuesday.

I stood there with tears running down my face as I handed her my papers, my new form, my money feeling totally backstabbed by my government. I have never in my entire life felt so insignificant, that those I love were so insignificant in my entire life. Not only was I embarrassed that I was having to walk through a crowded room crying, nearly in that sobbing state where you lose complete control of your breathing, but I was embarrassed that the immigrants waiting, those that couldn’t speak English, those that dreamed of becoming a citizen of this country was going to have to face those same officers that I, an American-born citizen, had just faced, all under the authority of the United States Government.

Poor Rodney. He was trying to console me, yet wanting to know everything that had been said as he was trying to take care of Anna while I was beating my head against the brick wall aka, USCIS. I cried off and on for the majority of the 2 ½ hour ride home. My head was just about to burst open from the internal pressure of my brain!! I wanted to find a nice, dark hole to hide in for just a few hours.

I went everyday to the mailbox for the next 2 weeks expecting something only to be disappointed every single time. Rodney didn’t want me to stir up to much because we were hoping that the USCIS officer would give us the approval and be done with us. After 3 weeks of no news, I contacted my senator’s office. At week 4, my representative’s office and an immigration attorney. The attorney told me that her first move is to contact elected officials…I have already done that so she suggests that we wait to hear from them before anything else is done. I haven’t heard the first word from my senator’s office, but my representative’s office has been awesome.

I emailed their office on Thursday afternoon asking if they had heard anything. My email was not the nicest in regards to my feelings toward the USCIS office. She sent my email directly to the supervising officer. He emailed her back stating that they had sent a packet in the mail that day (coincidence I am sure) requesting verification of our assets. Are you kidding me?!? Just over 6 weeks prior you wouldn’t even discuss the use of our assets, now you want us to send you MORE paperwork to mull over regarding our assets? So then what…another 6 – 7 weeks for……more questions? Maybe then they will request verification on our I-864 applicant’s assets. Total madness!

When I got the email from my representative’s case worker, I first went into a crying fit. Then, I got pretty fired up and sent her an email back. I questioned why they are doing this now, when all they have to do is just totally forget us and their issues with our self-employment state and use the Affidavit of Support to give us our approval. She said that she didn’t understand why this was all happening either, but she would question just that. I thanked her for her tremendous help and she ended up calling me just to check on my emotional stability I guess ;-) She said that she just wanted to hear my voice and for me to hear her’s. She was very comforting and very determined. She said that they would keep trying to help us.

There is another family in Kentucky that is facing a similar circumstance. They are trying to adopt a special needs little boy from Ethiopia. They are farmers. For whatever reasoning, because self-employed and farmers are taking the IRS approved deductions, which decreases their adjusted gross income, yet fully legal – again, their regulations, not mine, we are now being penalized. Oh, and don’t forget about the little girl in China, the little boy in Ethiopia that is also suffering due to this bureaucratic nonsense. For five months now, we have been waiting for an immigration approval to bring Elli home. When we started this journey, we thought that September would be a very conservative estimate for travel…now January is nearly impossible.

See, we are just a number, just an application, just a piece of paper. We are of no importance, no priority, and no concern. But, I am done. I am finished trying to be patient. I am tired of hoping that “they” will finally do their jobs efficiently, effectively and ethically. I was mad before, but I am now turning into an angry mother. Because Qing Zu Qiao is not a number, she is not a piece of paper. She is important, she is one of my top priorities, and she is my concern. She deserves to be held, to be loved, to be a daughter of a mother and father. To be a sister to her loving siblings. To be the granddaughter, the niece and the cousin that grandparents, aunts, uncles and cousins so desire her to be. She deserves more and she deserves it now!

So I am trying to get my game plan together. I am giving this one more week. By Friday, I want positive answers from someone who has the authority to give us approval. If not by then, I am going to ask for your help. Help from all of you that I know care about Elli as well. I don’t know what all I can do just yet, but I am going to try to make some noise, get some attention and get some help.

I don’t understand why this little girl is having such a hard time coming home. It doesn’t make sense to me. I know that God is in control, he knows, he has a plan. I want to be submissive to whatever he wants me to do. I will knock on every door available to me and do my best to walk through every door he opens. Right now, I just feel like I am beating on a whole room full of doors, but no one is answering.

We are in process of trying to start building a house, a house to better accommodate our growing family. This is a dream that we have had for a long time…a dream that includes Elli. When we bought the farm, I prayed that if it wasn’t what God wanted for us, he wouldn’t let it happen. We just knocked and the door opened. Rodney and I both agreed during that time that we would give a home to needy children until God tells us to stop. So when we learned about Elli, we prayed about her, the adoption and both felt that we couldn’t say no…we promised God we would do it just 8 months prior. We didn’t know it would be so soon after bringing home Anna or the circumstances that surrounded, but we said that we would. We made the steps of adopting her in faith that God would see this through.

Right now we are doing all that we know to do and leaving the rest up to God. I cannot change anything or anyone’s mind, but I know that God can. I believe with all my heart he moved in China regarding the deadline…I know he can move here too. So right now, I am asking for your prayers regarding our approval. That our representative’s office will be able to find out answers and that somewhere, someone’s heart will soften and grant us permission to bring Elli into the United States. As well, please keep this other family trying to adopt from Ethiopia in your prayers. They love this little boy, just as we love Elli. It is hard, frustrating and wearing.

"CCAA Gives Us The Green Light..."

That is the subject line of the email I got today from our agency. Our agency's facilitator was finally able to speak to the person in charge of the policies of receiving dossiers. She said that CHI could continue to help us with our adoptions and they would accept our dossiers past the July 15th deadline. Phew!

So one mountain removed....one more to go. We are still trying to get our immigration approval in order to complete our dossier. Hopefully we will have approval or at least a commitment for approval in the next week or so. It seems as though we have had one battle after another in this adoption. We love Elli very much and will continue to fight to bring her home. We have been doing this for nearly 6 months now. It is incredibly frustrating and heart wrenching to wait, and wait and beg and plead for people to let you be a family to an orphaned child. This whole system is sooooooo wrong.

Please pray that we will be given USCIS approval very, very soon. Elli is 2 1/2 years old and she needs a family NOW! No child should have to spend their first years without a family....she has waited long enough. Who was there to make note when she rolled over for the first time, of her first steps, her first word? Who tucks her in at night, cuddles her when she is scared, kisses her head when she falls, makes her favorite meal just because? I know that she is being taken care of and I am confident that her essential physical needs are being met, but that isn't enough....she deserves more - they all deserve more.

We know that God heard and answered our prayers regarding the CCAA and the July 15th deadline....we know that He can also move in this situation. Please pray for Elli and for us...we need God to move again.

The Waiting Game...

I haven't posted in a while because there was nothing really to post about....no progress in our paperwork and no updates on Elli. We have just been waiting. Waiting for USCIS approval so that we could complete our dossier and get it to China. My hopes of Elli coming home in early fall have faded. Our immigration approval has taken much longer than I anticipated. Therefore, nothing else could be done. When we were gathering our dossier for our first adoption, USCIS approval in KY took about 6 weeks...not so this time.

Apparently, through the many grapevines of the adoption community, with the new Hague compliance policies that went into effect April 1, 2008, many people filed immigration papers before the April 1 date in order to not have to deal with the new Hague regulations....yes, just like us. The USCIS offices from many states have told families that they are flooded with applications. Now, grant it, I still do not understand what could possibly take so incredibly long to process, but that is the reasoning we are being told.

So my hopes of being DTC (dossier to China) by June, obviously that hasn't happened and July, well that looks nearly impossible now too. The longer it takes to get our dossier to China - yep, the longer it takes to get "into line" or LID (log in date) to be processed to get travel approval to bring Elli home. Needless to say, I have been pretty frustrated lately with the whole ordeal of the waiting game...but wait - there's more....

Now, if you didn't follow the blog of Anna's adoption, you didn't have the "pleasure" of reading the 'ramblings of a crazed mother', as I liked to call them. Those moments that I just had to release all the stress, anxiety and frustrations that I was experiencing and sometimes it was just a pure emotional, mushy meltdown of how much I wanted Anna home. I do believe this is probably the first 'ramblings' on Elli's blog. If you aren't up for it, then you should just stop here ;-)

I get a call on Wednesday from our agency that they were notified that our dossier needs to be in China by July 15....yes, IN China by JULY 15....last Wednesday which was the July 2...13 days! Now, lets just break this down for those who may not be familiar with the whole adoption thing....our dossier is compiled of various papers (birth certificates, financial statements, physical examinations, adoption petition, home study, AND immigration approval). Now, we don't have our immigration approval yet, so our dossier is not complete. So I began to try to figure out "how" all this could happen. IF I were to have gotten our USCIS approval on Thursday (3rd), I could have taken all the papers to be notarized and county certified. Friday was the 4th, couldn't do anything....5th is Sat....6th Sunday, Monday 7th, I could drive to Frankfort to have State Certified and overnight to the courier in DC....that is IF she is available to do all this on my time table. Okay, so she gets it on Tuesday the 8th....Takes to US Sec of State for Certification and picks up on 9th which is Wed and hopefully can get to Chinese Embassy for Authentication same day to pick up on Thursday, which is 10th. Picks up from Embassy on Friday, 11th and overnights back to me on Saturday 12th...I have to get it to Utah to be translated, which now it would be Saturday, so I send to UT for delivery on Monday 14th. Okay, it still hasn't been translated and still not in China....oh yeah, and China is 12 hours ahead of us, so by Monday afternoon - its the 15th. Now you might be able to feel a sense of my urgency, panic, out of control, helplessness, totally confused mind and want to crawl in a hole and hide!

I call our social worker, who tells me basically, she can try to contact the USCIS office, but basically, don't get your hopes up. Our agency, Children's House International, began their emergency mode. They have tried their hardest to figure out a way to make all this work. There are five, potentially six now, I believe, families that are in limbo. They arranged a meeting on Sunday night (Monday morning China time) to discuss the possible options and our cases. We (the families in limbo) stayed up hoping to hear positive word of their decision. No news. We were told that we would have to wait until last night (Tuesday in China) for the decision. Still no news. Apparently the supervisor that we need was out of the office on Tuesday, so you guessed it...we wait until tonight hoping to hear some good news.

Basically, all this stems from the fact that the Hague went into effect April 1, 2008 and our agency was denied accreditation. Therefore, they can no longer match adoptive families with orphans in other Hague countries or take applications for adoptions in other Hague countries. However, we were told that since we filed our immigration application prior to the April 1 deadline, we would continue our adoption under the requirements/procedures in place prior to April 1.

I want to insert here, that CHI is an awesome agency. We used them with Anna's adoption and had ZERO complaints. I couldn't have asked for more support, better service or a more caring staff. I have and would recommend them to my family/friends/random people I meet. They were not denied because of client complaints, money laundering, not following ethical practices...no, they were denied due to an organizational chart! They first were placed on a "pending" list due to them allegedly working and advertising to work in India and Peru without a license. CHI gave a copy of their license to work in India, but do not nor advertise to work in Peru. After this, they then said that basically the organizational chart was wrong. Therefore, denying them accreditation and placing them on the "black list" of agencies.

Not only was it a devastating blow to their reputation, credible agency for over 33 years, placing over 1000 children from 14 countries, BUT it was a devastating blow to the tireless workers who work diligently to place these kids. I know for a FACT, that these people truly care about these children. They rejoice and celebrate when a child is matched and united with their families and they mourn and comfort when a child dies, a referral is pulled, or a family is just having a hard time. I have seen them work to try to get medical help to a child that could not be adopted due to being deemed "unadoptable" by China. Trying to find foster care for a child that they couldn't be place in order to get them out of the orphanage. I have seen a memorial fund established when a family's child died before they could get to him in China in order to help another child who desperately needed surgery. It is an injustice to this agency and a bigger injustice to all the children and families that have been denied services due to this accreditation denial. Now, we and Elli are stuck in the middle of this mess as well!

I haven't said anything to that many people just because I didn't want to get upset. I have tried to remain positive about the whole ordeal, but there are moments, that it is hard. I have no doubt that we are where we are because we this is where God asked us to be. I know that His plans are perfect and He is in control of everything - even the governmental officials in China. I know that God loves Elli more than I or anyone else on this earth ever could. I know that He wants what is best for her and so do we.

We love Elli very much, we want to be her parents, we want all this to be resolved very soon, we believe God has a plan for our family and for Elli. I will not pretend to "know" how everything will work out. But I believe God's word when it says that He works all things to the good to those who love Him. Sometimes those "good" things aren't what we think they should be, but He sees the whole picture - He has the perfect plan.

I know that God worked out so many obstacles in the adoption of Anna. I know that He can work out all of this too. Faith is not what we see or even understand, it is just knowing that it will be. We ask for your prayers that all this would be resolved soon and that we will be given leniency from the CCAA. Whether that be through an extension or them allowing us to switch agencies....we just want to bring Elli home.

I will post an update when I hear the official word on their decision. Until, we wait...

Supporting Elli's Class Through Search Engine...

This is new to me...maybe not to some of you, but I wanted to pass along. There is a fairly new search engine that is owned by Yahoo. When you use the search engine they will donate to a verified charity. If you shop through one of their sponsors, they will donate a percentage of the total purchase!!!

This is an awesome opportunity to support Elli's classroom at her orphanage. I have mentioned Half the Sky numerous times before and the work that they do in China orphanages - including Elli's. They are one of the charities that you can select your "donation" to be given to. As well, Love Without Boundaries is also one of the charities. LWB is the charity that got Elli's palate surgery done. In addition, there is Shaohannah's Hope which gave us a grant for Anna's adoption and we are in process of seeking a grant for Elli's adoption. Shaohannah's Hope not only give grants to adoptive families, but funds foster care and is currently building a 6-story home in China in Luoyang. As well, they educate churches, families, communities on adoption and the need for orphan care across the globe. Autism Speaks is another worthy cause. I have friends whose children have autism and this is a great non-profit that educates, informs and active in research. All are great organizations that could use the financial help. The main thing is - get involved!

Updates...

So far this summer...well actually it isn't summer yet, but we have had 2 yard sales. I have changed up locations - you know, different customers ;-) Once was at our house and last weekend was at my in-laws' house. It was pretty successful. We did Friday and Saturday at my house and raised $640, last week I did Thursday, Friday and Saturday and raised $470 = Grand total thus far $1010!!! Not bad, not bad at all. Next, my brother's. Yes, believe it or not, we still have LOTS of stuff. I am planning on the first weekend in July....I guess I am a professional "yard sales lady"...at least for summer 2008!!!

I am still selling Avon, but with the kids, I just can't do too much. It is helping some though. I am getting our personal hygiene items from there, which saves me trips to Wal-Mart and Target, which in turn saves quite a bit of money...you'd be surprised how much money you can save if you never walk in the doors of Wal-Mart or Target. Yes, I did experience some bargain hunting withdrawals from Target, but I lived! For those who know me and know how I LOVED to shop at Target, you might be surprised to find out that I have only been to Target 4 times since Christmas!!!! Wal-Mart, maybe 3 times. That is quite a change and has helped out a lot.

Unfortunately I don't have any good news about our immigration approval. I really hope to get approval in the next two weeks - surely! Waiting for the mail to run, to only discover no approval is not fun....it can actually be torture! Just one of the many pains of adoption.
